DeBi Consulting was founded in 2013, building on years of independent consultancy experience. Since then, we have continued to attract experienced specialists and developed a team of local and international specialists. Our blend of in-house expertise and associate consultants enables us to assemble highly specialized teams for each individual assignment.

We offer technical, analytical and advisory services in reproductive health, energy, water and sanitation, agribusiness and finance. Our services include research and market surveys, monitoring and evaluation, impact assessments, policy and strategy development, training and capacity strengthening, project/program design, feasibility studies and commercial project development.

At DeBi Consulting, our strength lies in our people. We bring together experienced local and international specialists with deep expertise in research, monitoring and evaluation, policy, strategy, and capacity building.

Henry Wanyama

Director, Principal Consultant, MEL and Strategy
Henry is an evaluation and strategy specialist with over 18 years of experience designing and implementing monitoring, evaluation and learning (MEL) interventions, and facilitating strategy formulation. Henry has provided technical assistance for national, regional, continental and global institutions in the areas of strategy planning, program design, program assessments, and learning. He has led and participated in various evaluations and strategy development assignments that have generated learning and strengthened analysis of contexts and practices to improve successor strategies and programming. His work experience has covered various sectors including education, health, water, sanitation, environment, and agriculture. He has a thorough understanding of the human rights-based approach to programming and has worked on several projects supporting the evaluation of such practice. Henry has proven experience conducting complex evaluations and using mixed methods as well as demonstrated experience in participatory rural appraisal. He has expertise in governance, gender equality and wider inclusion issues, as well as experience evaluating humanitarian response.

Dr. Pamela A. Juma

Senior Public Health and Research Specialist
Dr. Pamela brings over 25 years of experience in public health, research, and policy development. She has worked with various local and international research institutions including APHRC, the London School of Economics, Aga Khan University, Greak Lakes University among others. Her contributions include shaping policies in maternal health, adolescent health, and health financing. As an independent consultant, she has led strategy development, evaluations and impact assessments on health, WASH, and governance, and is widely respected for her expertise in qualitative research. She holds a Master’s in Community Health and Development and a PhD in Nursing (Health Systems and Policy) from the University of Ottawa, Canada.

Maureen has over 15 years’ experience in evaluating large-scale infrastructure projects, including roads and WASH. She holds a Master’s in Urban Management from Erasmus University, Rotterdam, and a Bachelor’s in Economics and Sociology. She is highly skilled in data management and analysis and has successfully led multidisciplinary teams ensuring data quality assurance and producing high-quality reports that inform decision making in project management.

Fidelis Fukwo

Associate Consultant
Fidelis has worked in both humanitarian and development settings in South Sudan and Sudan, with projects focused on children, women, and other vulnerable groups. He is a Trainer of Trainers in areas including psychosocial support and is an associate member of the Global Alliance for Child Protection in Humanitarian Action (ACPHA). At DeBi, Fidelis has supported evaluations for clients such as Kenya Red Cross, FAWE, and USAID, contributing to evaluation design, field coordination, analysis, and report writing. He has worked closely with NGOs, government agencies, and local organizations to advance solutions in safeguarding, health, WASH, and peacebuilding. He holds a Master’s in Governance, Peace and Security and a Bachelor’s in Social Work.

Collins is a Monitoring and Evaluation specialist with experience in humanitarian and development programs. Stella Olukoye is an experienced researcher with over seven years of expertise in participatory, community-based, and health-related research. She is proficient in both quantitative and qualitative methodologies, and conversant with data analysis. She has extensive experience in stakeholder mobilization, workshop facilitation, and leading assignments focused on maternal health, adolescent health, and mental health. She has worked with the African Population and Health Research Center (APHRC) as a team leader on multiple research studies, with a focus on public health. Stella holds a Bachelor’s degree in Community Resource Management and is currently pursuing a Master’s in Sexual and Reproductive Health Rights and Policy.
